Does a plugin's own rule say this cell is locked, open to entries.update() only, or open to the
grid too? A rule always answers — no opinion on this cell calls next(query, field) rather than
falling through in silence, so a narrowing rule never gets skipped by a rule above it that has
nothing to say (data/write-rule.ts's editableAnswerFor).
