Interface: Overscan

Live-reconfigurable culling buffer (plans/02 "The culling buffer (overscan)") — vertical in whole rows (culls through the height index, and must keep doing so when S4 makes row heights vary); horizontal in px (no rows to count). Default { verticalRows: 2, horizontalPx: 128 }.
