The nearest whole snap boundary to at, in zone. 'none' returns at unchanged — a snap of
milliseconds is not rounding at all. A function snap runs directly: the consumer's own rule
decides. Otherwise this reads the boundary at or before at off tickFloor — the one tick walk
the grid also reads (#489) — and the one strictly after it, and returns whichever of the two at
is closer to.
