formatQuarter(value, ctx): string

A calendar quarter label — Q followed by 1–4, read in the dataset zone. The escape-hatch callback for a quarter band, because Intl has no quarter field. '' for a missing value. Exported from api/ for the same reason as formatWeekNumber: a custom preset needs it.
