Class: PlaceRefusedError

code: 'place-refused' — a place rule (ADR 0038) answered 'never' for a cross-parent move: an Entry carried into or out of a parent whose place rule refuses it. entries.update()'s parentId/siblingIndex and entries.add()'s parentId are the two doors that reach it; a gesture preview reads the same rule through canPlace and simply offers no drop, so it never throws.

A place rule names what a caller may write, never what the library may — construction, load, syncAll and History replay all still write past it, the same carve-out FieldNotEditableError keeps for a locked Field.
